Beti Bachao Beti Padhao (BBBP) Scheme: Overview

Beti Bachao Beti Padhao Scheme is a campaign of the Government of India aimed at generating awareness and improving the efficiency of the welfare services intended for girls in India. This scheme was launched in 2015.

Beti Bachao Beti Padhao (BBBP) Scheme: Funding

The scheme is run jointly by the Ministry of Women and Child Development, the Ministry of Health and Family Welfare, and the Ministry of Human Resource Development. Initially, this scheme was launched with funding of ₹100 crores and targeted mainly to the clusters in Uttar Pradesh, Haryana, Uttarakhand, Punjab, Bihar, and Delhi. The funds are being released to identified districts by Ministry of Women and Child Development to implement the multi-sectoral and district level activities viz. inter-sectoral consultation, meetings of district task force, block level committees, innovation and outreach, information education and communication materials, awareness kit to anganwadi centers, monitoring, evaluation and documentation of the scheme and health and education related activities.

The Census (2011) data showed a significant declining trend in the Child Sex Ratio1(CSR) between 0-6 years with an all time low of 918. The issue of decline in the CSR is a major indicator of women disempowerment as it reflects both, pre-birth discrimination manifested through gender biased sex selection, and post birth discrimination against girls (in form of their health, nutrition, educational needs). The principal factor behind the Child Sex Ratio being so adverse is the low Sex Ratio at Birth (SRB). Social construct discriminating girls on the one hand, easy availability, affordability and subsequent misuse of diagnostic tools on the other hand, have been critical in declining CSR. The strong socio-cultural and religious biases, preference for sons and discrimination towards daughters has accentuated the problem

Beti Bachao Beti Padhao (BBBP) Scheme: Objectives

The Beti Bachao Beti Padhao (BBBP) Scheme aims to address the critical issue of declining Child Sex Ratio (CSR). The specific objectives of the scheme are:

  • prevent gender biased sex selective elimination
  • ensure survival and protection of the girl child
  • ensure education and participation of the girl child through coordinated and convergent efforts.

The Beti Bachao, Beti Padhao (BBBP) Scheme is being implemented in all 640 districts (as per census 2011) of the country since 8th March, 2018. Out of 640 districts, 405 districts are selected under Multi-sectoral intervention and advocacy & media campaign, while remaining 235 districts are covered under advocacy & media campaign only.

Beti Bachao Beti Padhao (BBBP) Scheme: Details

BBBP scheme has provision for awards and recognitions but no provision for direct individual cash transfer for any strata of society including daughters of poor women. It is not a DBT (Direct Benefit Transfer) scheme. Under the scheme, combined data of urban and rural areas are considered for the Sex Ratio at Birth (SRB).

The Multi-Sectoral Intervention and Media & Advocacy campaign of BBBP have been structured for greater coverage and reach in the country to increase the productivity of the scheme. BBBP Scheme is beginning to generate people’s consciousness in the country towards valuing girl child. To sensitize the masses and for changing mindset, nation-wide media campaign is being implemented which among others include radio spots/jingles in Hindi and regional languages, video spots, SMS campaigns, community engagement through song & drama, e-mailers, handouts, brochures and other information, education and communication material has been adopted which includes social media platforms.

The BBBP scheme has no provision for individual cash incentive/cash transfer component and thus is not a Direct Benefit Transfer (DBT) scheme.

Sukanya Samriddhi Scheme is a small saving scheme under the Government of India targeting the parents of any girl children. This scheme focuses on encouraging the parents of the female child for building a fund for their future education and marriage expenses. Also known as Sukanya Samriddhi Account, this scheme was launched as a part of the Beti Bachao, Beti Padhao campaign.

The Sukanya Samriddhi Scheme provides an interest rate of 8.4% and tax benefits to every account opened under it for July-September 2019. The Sukanya Samriddhi Account can be opened at any Post office or branch of authorized commercial banks in the country.
